In 2014, Winona County Community Services produced a countywide Active Living Plan to provide direction on policies and practices that create active communities through nonmotorized transportation (biking and walking) and access to community recreation facilities. Winona County, along with the Minnesota Department of Health, conducted a health impact assessment to enhance the Active Living Plan by including a more holistic analysis of policy decisions that may ultimately influence physical activity.


This Health Impact Assessment Report first appeared in The Cross-Sector Toolkit for Health. The Cross-Sector Toolkit for Health was originally developed by the Health Impact Project, formerly a collaboration of the Robert Wood Johnson Foundation and The Pew Charitable Trusts. The creation of this resource was supported by a grant from the Health Impact Project.
