This article shares the story of Miami-Dade County, a hotspot for HIV. It used to be illegal to offer syringe exchange services in Miami-Dade County, but after studying the results of a San Francisco program, the county amended the law to allow a pilot syringe exchange program, after which overdose deaths have declined by almost 40 percent.
