This tool aims to foster a better understanding between homeless Continuum of Care (CoC) and U.S. Department of Veteran Affairs (VA) staff in their local Housing Inventory Count (HIC) and Point-in-Time (PIT) count roles, provide basic guidance on what projects and persons should be included, and help readers to learn about how veterans' HIC and PIT count data are reported.
